Can't install Azure Backup Server on Windows 2012 R2 VM in Azure

I am trying to install Microsoft Azure Backup Server software, which is basically a clone of DPM, on a Windows 2012 R2 Azure VM. For some reason every time I get to the agent registration portion of the installation, I get the following error:

Failed to re-enable existing scheduled backup settings. The server must be registered with Microsoft Azure Backup before this operation can be performed.

However, if I download the agent manually, I'm able to register it successfully. I tried doing that, uninstalling it, and then going into the portal and selecting the "Allow Re-registration" option, but it doesn't help. Nothing I've tried, including a full uninstall with Revo and reboot, has helped. Not even creating a new vault and trying to register there.

Any help is appreciated.
