Protecting SQL databases on VM with continuous backups

We would like to switch from our current backup solution over to Azure backup, but there is one limiting factor. Currently, we have multiple VM's each in different VNets. These VM's have SQL Server installed on them.

With our current backup solution, we're able to have continuous protection on these databases, meaning an incremental backup is taken every 15 minutes. However, with Azure Backup it seems that we can't configure a policy to backup a VM more than once per day.

I tried looking at Microsoft Azure Backup Server software to overcome this but the limitations are staggering, mainly because we would have to install it on one server in every VNet (since VNets have no communication between them) and those VM's would have to be joined to a domain just to be able to install it (most are not in a domain). 

So what are our options for getting a continuous backup of SQL Server databases on our VM's with Azure Backup, and without using Microsoft Azure Backup Server?
